“The taxi service is intended to meet the needs of individual transport or transport for small groups of people; it is available to an undifferentiated public; vehicles wait for passengers in public places; fares are set administratively by the competent authorities, which also determine the operating conditions of the service; passenger pickup or the start of the service takes place within the municipal or district area.”
